Yes. VPN use is fully legal in Norway. There are no laws restricting individuals from using VPN services. Norway is a party to the European Convention on Human Rights (Article 8, right to respect for private life), and the Norwegian Constitution (Section 102) protects the right to privacy. GDPR applies through the EEA Agreement. As with any jurisdiction, activities illegal without a VPN remain illegal with one.
Norway has one of the more unusual data retention stories in Europe.
The Data Retention Act (Datalagringsloven) was passed in April 2011 to transpose the EU Data Retention Directive. However, the government delayed activation while the CJEU case Digital Rights Ireland made its way through the courts. In April 2014, the CJEU struck down the Directive. Norway never activated the law, but it was also never formally repealed. As of 2026, it sits in legal limbo.
The revised Electronic Communications Act (Ekomloven), effective January 1, 2025, introduced stricter cookie consent requirements aligned with the ePrivacy Directive (Article 5(3)) and GDPR. Datatilsynet issued formal guidance in April 2025 and launched supervisory inspections of websites sharing sensitive data through tracking pixels. In one case, a fine of NOK 250,000 was imposed.
Mandatory ISP data retention remains unresolved. ISPs can process connection metadata for billing and network management, and there is no court-ordered targeted retention framework comparable to what Portugal or Ireland have introduced.
