The "Tool" is the ISA (Shin Bet's) bulk communications metadata collection system. Under Section 11 of the ISA Law, the prime minister can order any licensed telecom in Israel to hand over communications metadata to the ISA.
This includes traffic data, location data, identification data, and web usage data. The authorization requires no court order. The ISA director approves access, and that approval can be renewed indefinitely in six-month cycles.
